"The task of selecting which defendants deserve life in prison and which deserve to be executed is made before trial by the county District Attorney's Office, and the power to make that call ultimately falls to one man. The decision whether or not to pursue the death penalty in a murder trial is left to the chairman of the District Attorney's Office's Special Circumstances Committee (SCC), and the basis for that decision is kept secret. "
