Question Can Prison Inmates use 800 phone numbers?

i have an 866 number that goes to my house incase of imergencies. it works the same as an 800 number only i get billed 50 cents a min. if i gave that number to my boyfriend at willard would he be able to use it instead of calling collect because the charge is less to use that number than to call collect.

I know they can't use 800 numbers. I have spent a year and a half trying to get an 800 number on my guys phone list because that was the ONLY way he could call me without special phone equipment(which the facility he was in before did not have). The 800 number we needed is natoionally recoginized as an accesibility option for people who CAN'T use the regular phones but nothing worked to resolve the matter.
When I pushed it enough that they realized they were in the wrong, they did condesend to allow two counselor assisted calls a month (Which is NOT equal access compared to other inmates calling options) but they would not accept the 800.
When my guy was suddenly transferred to a 'program' (about 3 weeks after we got the 'two assisted (and supervised) calls a month' approval) in a much harsher facility, then moved (after program) to a totally different location, we stopped our efforts for equal phone access. But, I will take it up again once he is safely home!
