Question Finding INS inmates

I have searched everything that everyone has posted to see if I can find INS detainees and no one shows them in their system. I was wondering, even though they are house in by other prisons, (Federal, State and some local jails) are they listed as Inmates or do they have a different status and the prison system doesn't show them there?

Just wondering.

what does INS mean exactly? I'm not very familiar with all these terms
