Default Does anybody know why STATE inmates are being housed in FEDERAL Detention Centers?

Hello, I was just wondering how it is possible that a state inmate could be housed in a federal facility? They are 2 completely different financial funding, so how is this possible. I was just released from a federal prison this past March, and absolutely NO state girls were allowed where I was. What set of guidelines does a state inmate follow when in a federal facility? State or Federal? Any information would help....thank you!
