Question ATT vs MCI costs

"J" has been transferred from one NY prison to another so I now see the difference in what they charge for calls and thought I would share it with you all.
The first place used AT+T and two calls which added together totalled 20 minutes cost me $32.60.
The place he's in now uses MCI and a 30 minute call cost a total of $10.70.
Still, it would be cheaper if he could call my toll free number and I see no reason why he shouldn't be allowed to if I give consent!
I understand that they are trying to "punish" the inmates, but WHY must they also punish friends and loved ones???
