updated shu hearing

The legislative hearing on the SHU before Senator Romero is now scheduled
for
the week of September 15, 2003 (with the 15th itself as a possible date) and
will be held in Los Angeles. The reason for the delay is to accomodate
former Senator Polanco's schedule. The new location is because Sacramento
legislative offices are closed at that time. Please spread the word.
