California Rehabilitation Center - Mission Statement

The California Rehabilitation Center is a medium Level II correctional facility and is the only adult facility that accommodates both male and female inmates (in separate facilities). The CRC inmate population consists of felon commitments as well as Civil Addicts. The primary dual goals of CRC are to provide an atmosphere of safety and security to the public, visitors, staff and inmates and to successfully treat and return all civil addict commitments to a useful and productive lifestyle.

The administration at CRC is cognizant of the right and entitlements of all CRC commitments. We fully support and adhere to all guidelines and provisions governing the Developmental Disability Program, Disability Placement Program, and the Correctional Clinical Case Management System.

In addition to staffing, CRC is also responsible for providing 100+ correctional custody personnel to provide medical guarding and transportation services to Patton State Hospital. CRC also provides Fire Suppression, Conservation and Community Service assistance to the public.



California Rehabilitation Center - Values Statement

California Rehabilitation Center is prideful and is committed to maintaining an exemplary value structure. We are inherently responsible for providing safety, security and a realized sense of well being to the public while promoting honesty, integrity and ethical behavior at all times. We practice and value professionalism, excellence and acknowledge our responsibility for the custody, care, supervision and most diligent efforts to rehabilitate and not punish those incarcerated at CRC. We strongly encourage offender programs and serve as a positive role model.

California Rehabilitation Center was opened in 1962, and covers 98 acres.



Special Historical Notes

The building now housing California Rehabilitation Center opened in 1928 as the Lake Norconian Club, a luxury hotel. In December 1941, President F. D. Roosevelt turned the resort into a Naval hospital. The hospital first closed in November 1949, reopened in 1950 during the Korean War, then closed again in June 1957. In March 1962, the federal government donated the facility to the state to use as a narcotics center. To help ease overcrowding in the 1980s, CRC began housing felons as well as civil narcotic addicts.

Inmate Programs

Vocational: Air conditioning, audio visual technology, auto mechanics, baking, culinary arts, dry cleaning, electronics, janitorial services, painting, printing, upholstery, word processing.

Academic: Adult Basic Education, High School/GED, Pre-Release, English as a Second Language, Literacy Program.

Other: Community Service Crews, Religious, Arts in Corrections, Victim Awareness, Drug Treatment/Diversion, L.A. Network, Friends Outside, Self-Help Programs.

Substance Abuse Programs: CRC hosts seven structured Substance Abuse Programs (SAP) with each geared towards assisting participating inmates and guiding them in the right direction to lead productive and meaningful lives. We also boast the largest SAP enrollment with 1,469 participants (and growing) and a total of 1,626 SAP beds.

Norco Conservation Camp is an institution-based camp working in cooperation with the California Rehabilitation Center (CRC) located at 5th street and western avenue in Norco . The Camp was opened on November 6, 1972 . The Camp has 4 fire crews.
Norco crews are utilized for emergency responses statewide but primarily respond into western Riverside County and Orange County . Inmates receive their fire training at Norco Camp and are then assigned directly to Norco Fire Crews. In addition to the maintenance along the Lake Matthews shoreline and surrounding wildlife reserve crews support other community projects.
Norco Camp operates a Riverside County Fire Department “Sonoma Kitchen” on major incidents within Riverside County . The Camp also manages an engraving shop that provides numerous products including nametags and ADA signage on a statewide basis.

Fridays - from 12:15 P.M. to 7:15 P.M. **Friday visiting suspended indefinitely 7/17/09**

Saturdays and Sundays - from 7:15 A.M to 2:15 P.M.
Holidays - from 7:15 A.M. to 2:15 P.M. unless a change is posted prior to the Holiday. The Inmate Family Council confirms the change prior to the Holiday.

Visiting Guidelines


Visitor Questionnaire Process

The inmate should sign a Visitor Questionnaire (CDC Form 106) and send it to family members and
friends to visit. All adult visitors must complete the questionnaire and return it to the Visiting Sergeant by
mail. The Visiting staff must approve the questionnaire before the person may visit. This should take
approximately 30 working days. The CDC Form 106 must be filled out completely and accurately.
Failure to provide all requested information might result in the request being either denied or delayed.

Adult Visitors

The inmate will let each visitor know that they are approved. Any visitor approved at one institution shall
be approved to visit the same inmate upon transfer to another institution. A visitor may be required to
update the Visitor Questionnaire after 24 months.

Acceptable Identification

• A valid state driver's license with picture (not laminated).
• A valid state Department of Motor Vehicles Identification Card with picture (not laminated).
• A valid Armed Forces Identification Card with picture.
• Identification Card issued by the United States Department of Justice Immigration and Naturalization Services with picture.
• Picture Passport.
• Picture identification Matricula Consular De Alta Seguridad (MCAS) issued by the Mexican Consulate.

Directions:

The California Rehabilitation Center is located 50 miles southeast of Los Angeles, 15 miles northwest of Riverside.

Quarterly Packages:

The California Inmate Quarterly Package system allows you to send much-desired items to your incarcerated loved one. Each institution sets it’s own rules as to what items are allowed and prohibited and items vary by privilege groups. As a result, vendors therefore provide services to a limited amount of Facilities, Camps, CCF’s or the LA County Jail System. All Quarterly Packages are limited to a maximum weight of 30 Lbs. Nor can they exceed dimensions of 24” x 24” x 24”. All vendors list those institutions for which they provide goods and services and what privilege groups.

Special Packages:

Special Packages allow for the purchase of Electronics, Accessories, Musical Instruments, Under Garments and Clothing, Correspondence Courses, Legal Material and Faith Based Items. That would otherwise crowd a quarterly package beyond its allowed weight or dimensions. There is no limit to the amount of special packages allowed in a calendar year.

PLEASE CALL THE PRISON AND GET PRIOR APPROVAL FROM THE STAFF IN THE R&R DEPARTMENT BEFORE SENDING A SPECIAL PACKAGE. ALL PRISONS HAVE DIFFERENT RULES REGARDING SPECIAL PACKAGES.
