For Wayne's Parole hearing I got letters from his employer saying he had a job as well as a couple of local cops who know him and like him, saying they would "take a special interest in his continued rehabilitation." I also got a letter from the local sheriff's department detailing his length of stay there, that he caused no problems, and had no charges pending against him. There was even a letter from a member of the clergy, as well as the man who will be his parole officer when he comes home. I also hired a lawyer to represent him at his hearing. I submitted a home and job plan on his behalf and got a slew of letters from family members (both his and mine) talking about what a good person Wayne is, how he has a lot of potential and a lot to offer society. Basically, I wrote what I thought the letters needed to say and then let them write theirs from what I had written. Every letter was notarized so that the Board would know it was authentic.
I was agressive in this - I approached the person, asked them to write a letter, and if they agreed I pin-pointed a day and time when I could pick up the letter. I followed-up with a phone call or two - basically they wrote the letters to shut me up, but whatever it takes, I got the letters. I also mailed all of the letters to Wayne's attorney, to make sure they got there. Most people have good intentions but lack on actually doing.
I don't know if this helps, and I am not saying this is why Wayne's parole was reinstated - but none of it hurt either. I just tried to look at it from the Board's prospective - what would I like to see from a potential parolee?
