CA parole board

I need a little info please. My husband went before the board two years ago. He was told to do two more trouble free years, learn another trade and get involved in some type of program. And when he came back they would give him a date. He has done everything they have asked of him. So my question is has this happen to anyone else ? Do they often keep thier word? And what is the usually time frame for a date? He is doing really well. He is in a program thats mentors to trouble kids. So I was just wondering if they will keep thier word and give him a date. Thanks for any information you can share with me.
