Avenal State Prison - Mission Statement


The primary mission of Avenal State Prison is to provide for the control, care and treatment of those inmates committed to the Department of Corrections and Rehabilitation by the courts. Avenal State Prison is designated as a low-medium security institution to provide housing for general population inmates.

Institution Details

The institution is comprised of six separate, semi-autonomous facilities, which consist of a combined total of 17 open dorm buildings, six 200-bed open dorm E-bed buildings, six converted gymnasiums, a 100-cell administrative segregation unit, and a 10-bed firehouse. Avenal also houses mobility impaired inmates on two facilities that have been modified to meet ADA Standards.

Institution Statistics

Avenal State Prison opened in January 1987, and covers 640 acres. As of Fiscal Year 2006/2007, the following statistics apply:

Special Historical Notes

Avenal prison was the first institution solicited by a local community. When it opened in 1987, it was the first all-new prison built in California in 20 years and was originally known as Kings County State Prison. On February 22, 1988, it was officially named Avenal State Prison.

Inmate Programs
  • PIA: General fabrication (office panel system), poultry processing, egg production, regional institutional laundry, warehouse (shipping and receiving), wood product factory and maintenance.
  • Vocational: Auto body and fender, auto mechanics, carpentry, electronics, graphic arts and printing, landscaping, machine shop, mill and cabinet, office services and related technology, plumbing, refrigeration, small engine repair, welding, electrical works, painting and janitorial.
  • Academic: Adult Basic Education, High School/GED, Pre-Release, English Language Development, Literacy Program, CALM (Conflict Anger Lifelong Management), IYOP (Inmate Youth Offender Program), Computer Assistant Instruction and College Programs available.
  • Other: Youth Diversion, Religious, Braille Program, Substance Abuse Program, Alcoholics Anonymous (AA), Narcotics Anonymous (NA), Criminal Gangmembers Anonymous (CGA) and Disabled Placement Program.
Family Reunification Liaison:
CDCR provides through a contract with a community-based organization an on-site Case Manager as a family reunification liaison for inmates and family members, to assist with an inmate’s pre release preparation; and conduct Parenting and Creative Conflict Resolution classes for inmates.

Visiting Assistance:
A CDCR funded Visitor Center is at the institution operated by a community-based organization under contract to CDCR. The Visitor Center provides visiting assistance to family members and friends including a sheltered place to wait before and after visits, transportation to and from local transit terminals, childcare, clothing appropriate for visits on loan, and information about local resources, visiting rules and regulations.

Directions:

From Northern California:

Take I-5 South to either the Lassen Avenue (269) or the Kettleman City exit

At Lassen Avenue (269) exit:
follow the road signs over the foothills into the town of Avenal
stay on Skyline Blvd. through Avenal and turn left onto Hwy 33

At Kettleman City exit:

Take Hwy 41 south to Hwy 33; turn right



From Southern California:

Visiting Hours


Fridays, Saturdays and Sundays
Friday visiting hours are from 12:00 p.m. to 7:00 p.m. Friday visits are non-appointment visits. **Friday visiting suspended indefinitely 7/17/09**
Saturdays and Sunday visiting hours are from 8:05 a.m. to 3:00 p.m. For additional information concerning visiting at Avenal State Prison, please contact the visiting processing center at (559) 386-0587, ext. 5400.
Colors that are NOT allowed to be worn inside the prison, blue (including blue jeans), tan, khaki, green, brown and camouflage unless you are currently active in the military and can prove that with government ID.
If the C/O's can see the outline of your bra with perhaps a white or yellow shirt they will NOT allow you in, you will need to change at the Oasis Trailer located in the parking lot. They do not allow anything to tight either. Skirts, dresses must be ONLY 2 inches above the knees otherwise not permitted. Slits in skirts, dresses must NOT go above the knee.


Appointment Phone Line Number

Avenal State Prison allows you to phone in, set up appointments for visiting. The Times are from 8:05am until 11:00am there are 20 appointments per time frame. Example 8:00am, 8:15, 8:30, 8:45 all the way until 11:00 am is the last appointment. IF you do not get through for an appointment they do have walk up appointments as well. Starting at 9:30am you can walk up and get a slip to fill out for visiting appointment starting after all the names are called that do have appointments.

You may call and make an appointment on Monday, Tuesday and Friday’s from 10:00 a.m. to 1:00 p.m. Although starting September 1, 2008, the appointment line days will be Monday, Tuesday and Thursdays from 10:00 a.m. to 1:00 p.m.

Before you can visit an inmate, you will need to be approved. Your inmate must send you a visiting form (CDC 106). This form MUST be signed by your inmate before he sends it you you. Once you receive your visiting questionnaire, fill it out TRUTHFULLY and don't leave any questions blank. Then, once you are finished, send your completed questionnaire to your inmate. The mail room staff will retrieve your application and send it over to the visiting department.

The average wait for a response is 4-8 weeks, from the time your application is received by the visiting staff. In some cases, it takes longer than 8 weeks. I suggest calling the visiting department if your wait is longer than 8 weeks, and find out if your application has been received. They will NOT tell you if you have been approved or disapproved over the phone. It is the responsibility of the inmate to relay that information to you. If you are APPROVED, the inmate will be notified. If you are DISAPPROVED, the inmate will be notified AND you will be mailed a written response with details of the denial.

Reasons for DISAPPROVAL include (but are not limited to):

Lying on your application
Being a Convicted Felon (you must have prior written approval from the warden before stepping on prison grounds)
Leaving Questions Blank
Having UNPAID tickets (of ANY kind)
Having Outstanding Warrants
Being on Active Parole/Probation (you will need prior approval from the Warden)

Visiting On Five Major Holidays

Each Institution shall have visiting scheduled on the following Holidays. The five major holidays may or
may not be on a regularly scheduled visiting day.

• New Year’s Day
• July 4 (Independence Day)
• Labor Day
• Thanksgiving Day
• Christmas Day

Visitor Questionnaire Process

The inmate should sign a Visitor Questionnaire (CDC Form 106) and send it to family members and
friends to visit. All adult visitors must complete the questionnaire and return it to the Visiting Sergeant by
mail. The Visiting staff must approve the questionnaire before the person may visit. This should take
approximately 30 working days. The CDC Form 106 must be filled out completely and accurately.
Failure to provide all requested information might result in the request being either denied or delayed.

Adult Visitors

The inmate will let each visitor know that they are approved. Any visitor approved at one institution shall
be approved to visit the same inmate upon transfer to another institution. A visitor may be required to
update the Visitor Questionnaire after 24 months.

Acceptable Identification

• A valid state driver's license with picture (not laminated).
• A valid state Department of Motor Vehicles Identification Card with picture (not laminated).
• A valid Armed Forces Identification Card with picture.
• Identification Card issued by the United States Department of Justice Immigration and
Naturalization Services with picture.
• Picture Passport.
• Picture identification Matricula Consular De Alta Seguridad (MCAS) issued by the
Mexican Consulate.

Visitor Attire

It is recommended that visitors dress conservatively and with the following guidelines in mind.
Inappropriate attire will be reason to deny a visit. Any alteration to clothing once a visitor is inside the
visiting area will be grounds for terminating the visit.

Prohibited Attire

• Clothing which, in any combination of shades or types of material/fabric, resembles California
State-issued inmate clothing, blue denim or chambray shirts and blue denim pants and brown, light or dark will not be allowed
• Clothing that resembles law enforcement or military-type clothing, including rain gear.
• Hats, wigs or hairpieces (except with prior written approval of the Visiting Sergeant).
• Clothing that exposes the breast/chest area, genital area, or buttocks.
• Dresses, skirts, pants, and shorts exposing more than two inches above the knee, including slits
when standing.
• Sheer or transparent garments.
• Strapless or "spaghetti” strap tops.
• Clothing exposing the midriff area.
• Clothing or accessories displaying obscene or offensive language or drawings.

• Brassieres with metal underwires or any other detectable metal are not permitted.
  • No keys with the car alarm built inside. If you have one of these keys you will need to it to The Oasis Center



Allowable items:

• Identification Card.
• One Handkerchief, no bandannas.
• Tissue Pack, unopened.
• Clear Change Purse.
• $50 Per Adult and $20.00 Per Minor Visitor, in Coin or One Dollar Bills Only.
• Comb or Brush.
• Two Keys On A Ring with No Attachments.
• 10 Photographs.
• Indian Medicine Bag, upon inspection and approval.
• Two small (less than 12 inches in length) solid toys.
• One Infant Carrier.
• Six Disposable Diapers.
• Factory-Sealed Baby Wipes.
• Two Transparent Plastic Baby Bottles of Pre-Mixed Formula/Milk/Juice Per Baby.
• One Transparent Pacifier.
• Three Jars of Factory Sealed Baby Food and One Plastic Baby Spoon.
• One Single-Layer Baby Blanket.
• One Transparent Diaper Bag.
• One Change of Baby Clothing.
• One Single-Layer Burp Cloth.

***If you have a key that has the car alarm either built into it or attached to it, you will need to drop it off at the Oasis Center prior to be processed in the visiting center***


Visitors may retain only life-sustaining, condition-stabilizing medication with the prescribing
physician's written statement of its immediate need, and only in the physician's prescribed amount
immediately required to sustain or stabilize the condition during the visit. The physician’s written
statement shall include the physician’s medical license number, address, and phone number.

All medication shall be in its original pharmacy container with the patient's name, pharmacy, name of
medication, prescribed dosage, and the physician's name indicated on the container's label.
Nonprescription medicine is not permitted.

Prohibited Items

• All tobacco and tobacco products.
• Food. All refreshments are to be purchased from the vending machines located in the visiting
room, except Camps and Ranches.
• Chewing gum.
• Purses.
• Cameras.
• Pagers.
• Cell phones.
• Writing materials or books, unless approved prior to entering the Visiting Room.

Visiting Room Procedures

Each visitor and inmate is responsible for his or her own conduct while visiting. Violation of the rules
and regulations may result in termination, restriction, suspension, or denial of visits. Additionally,
disciplinary action may be taken against the inmate. An inmate and his/her visitor(s) are allowed to
briefly embrace and kiss at the beginning and end of their visit. An inmate may hold his or her minor
children. Inmates may also hold minor children accompanied by an adult. Children are to remain
under the direct supervision and control of the visiting parent or guardian at all times. Holding hands
on top of the table in plain view is permitted, with no other physical contact. Excessive contact,
(kissing, massaging, stroking, and sitting with legs intertwined or sitting on laps) could result in
termination of the visit. Nursing mothers shall be discreet and covered when breast-feeding their baby
in the visiting area. Failure to do so may result in termination of visiting for that day. Inmates cannot
receive any items, gifts, money, jewelry, or documents during a visit. However, the adult visitor may
ask for a pencil and notebook paper as needed. Smoking is not allowed on prison property at any time.

Family Visiting (Overnight)

Eligible inmates may apply for family visits. These visits are in an apartment-type setting and are for up to 43 hours in duration. Family visits involve only the inmate's approved immediate family members.

Stationary supplies Allowed

Stamps 1 book (20 stamps) per letter
Envelopes 25 per envelope
50 Sheets of letter sized (8.5x11) legal lined paper. No binders or wires and paper must be lined.
Nothing larger than a 8.5x11.5 for envelopes
You can combine one set of paper, envelopes & stamps all in the same envelopes.
You can send in pre Stamped envelopes purchased at the post office as well.
Photos as many as you like, but remember locker space is limited but they do sell photo albums in canteen and you can also order through quarterly packages
Plain cards
Extra cards (for inmates to use) limit 10 each envelope.
Priority envelopes prestamped with the stamp on it to send items home.
Calenders through approved vendors.

***All stationary packets cannot be over 13oz, this includes when you are sending anything in a standard size envelope also***

Default Inmate Locator and ID Warrants

To locate an inmate within the California Department of Corrections, please call (916) 445-6713, which is available 24 hours a day. You must have either the inmate's CDC number, or the inmate's full name and date of birth to receive information. The Inmate Locator/ID Warrants will provide an inmate's location, mailing addresses and relevant phone numbers. The Inmate Locator/ID Warrants will not provide any future release date information. Please note that for new or transferring inmates it can take up to seven business days to update location information.

Citizen's Complaint Process


If you have a problem concerning visiting, you should try to resolve it immediately. You should ask to speak with the Visiting Sergeant and/or Visiting Lieutenant.
Visitors may appeal in writing departmental policies, staff decisions, and institution/facility procedures relating to visiting. All appeals by visitors related to visiting shall be submitted in writing to the institution head.
A written response shall be provided within 15 working days from receipt of the appeal. If dissatisfied with the institution/facility response or action, the appellant may refer the appeal, with a copy of the
institution/ facility decision, to the Director or designee.
A written response to appeals addressed to the Director shall be provided within 20 working days from
the date of receipt.
All subsequent decisions made as the result of an appeal and the reasons for the decisions shall be
documented with a copy to the appellant and/or inmate. Visiting privileges shall be promptly approvedor restored when an investigation concludes that no violation of rules, regulations, or procedures took place.

Attached in PDF format is a copy of the Avenal State Prison (ASP) Telephone Directory, current as of March 2010.

Please note the directory does not contain any fax numbers, and is missing the first seven pages (which presumably contain the fax numbers).

I will endeavor to obtain the missing numbers and pages, although it looks like this will occur only through the filing of yet another lawsuit against the CDCR (my third) for release of individual institution telephone and fax numbers. Please stay tuned.
