Conservatorship in California

Hi All,
I have a question for y'all on the left coast, I am in Maryland but have a friend in CA whose daughter is a hard core meth addict, living on the street, quickly killing herself. Does anyone know anything on getting conservatorship on delusional drug addicts that cannot take care of themselves and are dysfunctional? Do you know of any acts that can force someone into treatment?

Above is a link about California conservatorship laws. This has some really good information about what to do, who qualifies and what steps to take.
I have never really heard of a drug addict being forced into treatment, it being out of their hands, but in the hands of a family member or concerned loved one.
They say a person gets and obtains help when THEY want to and not before.
