Can you explain a target population of 10? I have backed down and giving time for all to put this all together, OK DOC is so lost, but so glad its here and will help the ones who will be able to use it , when it get's together. Did fine out on the second chance act here in Oklahoma you have to be at least 15 months from release and you can transfer to a career tech class, were 6 months away from moving to a prison for that, Maybe be his college may have to wait till he's home, he'll be released by the time it's all in place here. He so wants to work with kids at risk!!

Target population is easy...it is a small agency. Of that small population (c'mon, y'all show less than 18K in non-HWH facilities), there aren't going to be that many that 1) have their high school diploma or GED, 2) have an interest in even GOING to college and 3) can meet the entrance requirements. Of that number, even fewer likely have the time to complete a program.

Thus, for the initial attempt to get an in-prison college program off the ground that qualifies for grants, they likely anticipate that they are doing good to even come up with ten inmates.
