Default New TPM...what does it mean???

My loved one is at coastal state prision. Hes in the 6 month program. I think its called the r-sat program...(dont quote me). He will be finished with his program in January.But any way he had a tpm for October 31st 2012. Now its March 2013. Can anyone give me a insight as to what is going on? Has this happened to anyone else? He told me that once he finished his program, he gets to come home. Im really not sure as to what is going on. If anyone have any information or has been through something similar, please help.
