Default Mail returned: What does "Sender not authorized per IS" mean?

I got a letter back today saying return to sender not authorized per IS. Does anyone know what that means?

Ok, so apparently effective in May you can no longer use return address labels on the envelopes (which I have always used). That is why they returned my letter. All letters must be on white paper, in white envelopes and 100% hand written.

It may just be in Marion, where my friend is, but things don't have to be hand written. I have made "fliers," for him to hang up, containing some of our favorite quotes. Also, I have sent him information, he asked me to research, from the internet. I wonder if this is not a BOP "thing" but a prison-to-prison thing?

Possibly.....Leavenworth has proven to be quite difficult in getting stuff sent/recieved, etc.
