Ethics ruling: Prisons director has no conflict in privatization plan

The Ohio Ethics Commission says Ohio prisons director Gary C. Mohr does not have a conflict of interest with privatization plans - even though he previously worked for a private prison company.
Paul M. Nick, interim executive director of the Ethics Commission, sent a March 30 letter to state Rep. Matt Lundy, D-Elyria, responding to concerns that Mohr has an ethical conflict because he previously worked for Corrections Corporation of America, one of the companies that could bid to operate the five state prisons Mohr is putting up for sale.
Nick said that there is no conflict if a state employee "has fully severed his relationship with a former employer or business associate, with no understanding that the relationship will be resumed in the future."
Nick also noted that Mohr took the "possibility of perceived conflict seriously" because he turned over decision-making authority to Linda Janes, his chief of staff. That implies that Mohr will not participate in the decision on who buys or operates the prisons
