I have a friend that is in Garza East, his birthday is coming up. Are they allowed to receive birthday cards?
I know when he was in county, they sent the christmas cards back because they didn't allow it.

Yes, they can receive cards and letters. The only reason a card would have been sent back is if someone had been released, or, if the card contained something they don't accept/allow. Like, you can't send the kind that play voice recordings or music (nothing w/ wires or electronic chips); also, I've heard it's best that cards have not too much glitter. Don't know the details on that. Sometimes they don't like stickers, because they think you've hidden drugs behind them. Of course, X-rated pictures or talking about gang stuff would be prohibited, as well.
