Default Are inmates at transitional centers released on PIC months?

My nephew has a PIC month in May 2020 and he's at a transitional center. One counselor told him he would be released in May, another counselor said, "maybe." He has only been at the center for a couple of months and cannot get a job because of the pandemic. Should he be released in May or does the parole board typically make them complete the program at the transitional center first?

I don't know the answer to your question, but if I had to guess, I would guess that they will have him complete the program. It's probably safer for him to not release as long as the virus is still keeping people shut in. It'd be a real shame for him to release early (or even on time) just to die from this thing.

Is he in a program that he has to complete before release? Most people at the TC are there til their release date. Advocacy groups are trying hard to get early release for people like your nephew due to virus concerns. Try reaching out to the National Incarceration Association to get an answer for you.
