Is there a difference between a inter-state compact and a transfer?

Interstate Compact refers to transferring from one state to another state to serve out your time on parole/probation. Both the sending state and the receiving state must agree to this and both must be part of the Interstate Compact Agreement (some states do not participate with others).

A transfer within the same state from one facilty to another for whatever reason has nothing to do with Interstate Compact.

But if you are wanting to have an inmate transfered from one state to another state you have to go through Correctional Compact. They handle inmates state to another state transfers.....
