Default Prisons fork out millions for inmates' healthcare - Yeah Right!

http://www.stuff.co.nz/the-press/nat...tes-healthcare

"The majority - $19.8m - was spent on staff and administration costs" What does this cover? if its not Doctors, dentist, prescriptions or opticians... what is it?

AND the figures in the headlines are for over 5 years... bit misleading dont you think?
