Question Need Info on Time Clemency

My husband has been told that as a first time offender he is eligible for a "time clemency". This is apparently different from regular clemency. With regular clemency, if you get it, you are out of there. With time clemency they knock down the time of your sentence.

Does anyone know anything about "time clemency"? Need to know about the process. What to do first, second, etc. Four people are allowed to go to the clemency hearing and one person is able to speak on the inmate's behalf. If the inmate is wrongly accused, do you say so in the clemency hearing as a reason that the time should be knocked down. OR do you say nothing about innocence, like you have to do in the prison system, and just give good reasons why they should drop the time?
