A fed inmate can request a transfer.
The critria is no Shots for 18 months. Then he has to be approved at the adminstrative level he is at (the prison) Then the paper work is sent (by prison) to the region, 90 days later he is transferred. Unless they come up with some poor excuse.
It is done with a cop out (request form). Tell the inmate to write at the top of the cop out, Abministration remedy BP 8 1/2. This form must be given to his counsler.

Some one outside can help condictionaly. If either parent are elderly and or in bad health. Or a wife is in bad health or elderly. Either of them can write to their congressman in their home town. He will have two address, but you want to write to the one in their town not Washington D.C. explaining their health problems and or age. And that it is imparitive to get the family ties.

If the parents or wife write it is important they make a pain out of themselves. It is important to not only write, but show up in his office.
If it comes to that he may try to worm out of it by saying it is a BOP problem. That is a lie it is within his juristiction, they just like passing the buck.
Turn around and get on the net and go to www4.law.cornell.edu/uscode/18/pIII.html this is titel 18 part 3 and you want chapter 303 and chapter 305. Once you are there you can get information about the BOP and transfers.
I hope this helps some.
