Getting a tat in prison is risky, for many reasons. One, use of improperly cleaned needles (or whatever is being used) can lead to MRSA, Hep C, HIV and a host of other infectious diseases. Two: Giving / receiving tats in prison is against the policies of the BOP and all DOC's = Going to the Hole / SHU / Ad Seg and/or loss of privileges.

Cellulitis seems to be the tattoo infection of choice in my place of employment. I’m not a medical professional but the ones I’ve seen have swelling with a VERY distinct border. The nurses will take a sharpie and draw an outline on that border and observe the swelling to see if it gets worse or improved. They require antibiotics, and I’m talking about penicillin, not neosporin. Sometimes the infected area needs to be cut out. We haven’t had anyone die from it, but untreated it can go that direction quickly.

If it's a new tattoo it very well can be infected by a dirty needle
And not being in a clean environment. They can possibly give him triple antibiotic ointment. However, if it appears to be new they can potentially write him up. I've seen it happen a number of times. He may want to look into getting tested for hep c. That is very common when dirty needles are used.

That is why you should only go to tattoo shops that are verified and has good reviews.
