Take a deep breath. Try telling your story again, using paragraphs, so that we can understand more than she keeps going back to her ex, she's broken her supervision and has been sentenced by a judge, and Creston doesn't want her back.

Quit viewing this as Creston trying to punish you. You are just the ancellary victim of this like every other loved one. If you don't have certificates and degrees in addiction and rehabilitation, they are definitely not messing with your program to keep her straight as your program has no weight behind it.

Settle down. Tell your story. Then maybe we can actually give you help or point you in a good direction for help. But again, we are talking Creston, IA. In Creston, your options are very limited. Her ability to screw up and get yet another chance is very limited.

If she used to live with her mother and her ex knows where or can find out, that's where he would probably think of looking for her, wouldn't he? The probation officer may have considered that, among other things.

The problem is, even if she releases out to a halfway house in Missouri, I don't know how long they will let her stay there without finding a permanent residence. If her ex is back in Missouri and has a place to offer her to live, it could be pretty tempting for her to shack back up with him, versus topping out her whole 5-year sentence in prison. That seems to be OP's main concern as well.

One option OP could consider is moving down to Missouri himself. Find an apartment and job down there so she has a place to release out to. Then once she is off supervision, they could return back to Iowa (or anywhere else for that matter) without needing permission any longer.

So after reading your posts several times, I'd bet you a soda she doesn't have an approved transfer plan.

- The IA PO violated her probation and under the new rules, she can be returned on the first and only violation hearing.

- The IA PO not wanting to take her back. If her plan was approved and still in place, he has no choice or further input until she's actually back in IA.

I can understand your frustration as it can be a complex system to navigate through.

It sounds like this is not the first sanction. It sounds as if many issues are at play in the violation. You said she walked away from rehab. She's in rehab while on probation. That's an issue in and of itself. If she was addicted to substances in Iowa while at her mother's house, she was violating probation. That is likely why Iowa doesn't want her back, if that's the case. The PO doesn't have the say in the transfer. They have the ability to recommend but Missouri and Iowa both handle IC through their central offices.

I take it the meth comment, no matter how out of line it was (and I agree it was inappropriate and uncalled for), is based on the reality that she was using meth adn that is what she went to rehab for.

ICAOS Rule 3.101 deals with mandatory transfers, from the convoluted posts, it appears the probationer qualifies for mandatory acceptance by Iowa, the key issue is that Missouri does not have to submit the transfer request to Iowa.

Since she was in rehab while on IC probation in Iowa, Missouri sees that Iowa is not rehabilitating her and she can't blame the use on association with boyfriend, he was in prison. I have no doubt form the OPs description of BF he is not a good influence and is causing her problems when they are around each other.

I guess the question is why would a Missouri PO recommend transfer to Iowa when she was sent to rehab there? They wouldn't. If the OP and the family can address the addiction issue and the others that go along with addiction, then maybe the Missouri PO will reconsider. But going back to the same environment in Iowa without a structured plan in place to deal with addiction is not going to pass muster. Deal with the addiction and show the Missouri PO that Iowa is better for her, he doesn't want her coming back on another violation. It also sounds like the Iowa PO was fed up "arrest her and let Missouri deal with it."
