Default Does Marsy's Law apply to county jail inmates?

Marsy's Law is getting a lot of attention since Gov. Schwarznegger commuted half the sentence of a politician's son.

Does this law apply to county jail inmates? My friend was sentenced to 12 months and was expecting to serve 8 months with good behavior. Can his "victim" oppose this kind of "early" release, and is he at risk of being required to serve the full 12 months? (His sentence also includes 5 years of probation and registration as a sex offender.)

I know the difference between 8 months and 12 months probably seems like a small issue to people whose loved ones are in prison, but it's really important to us.

Everything I have read about Marsy's Law refers to prison and parole.
