Google "prison correspondence courses for inmates without computers". Each prison may also have resources available, including the possibility of Pell Grants. The main problems in bop prisons are usually zero computer or internet access, and the reluctance of bop staff members to provide course monitors. Ask at the prison's education (aka GED) office.

Yes, make sure before you enroll in any correspondence program, that the prison can provide proctoring services for exams.

This can sometimes be arranged through the prisoner's case manager, where the prisoner can schedule a time to meet and take his written or online exam in the case manager's office under the case manager's supervision, but if no one at the prison is willing to proctor, that can be a deal-breaker for any correspondence classes right there.
