Community custody is the lowest possible custody that an inmate can have.
At a main unit, it means they are eligible to receive a "gate pass" to go outside the gate unescorted to work on the grounds of the facility (take out trash, do work on the grounds of the facility).
But more importantly to most people, community custody is the custody level required to go to Work Release or the Reality House rehab program in Daytona.
