Default Please help! Need info on holdover

My fiancť has been in ďholdover, awaiting transferĒ at USP Canaan for 3 weeks now. This is his first time in federal & was suppose to go to Milan. He left a holding jail in OKL and was told that he was going to McKean which is a medium ? 2 days later I check BOP to see he is at Canaan, confused so I called. A CO told me he was waiting for his transfer & it could take days, weeks..... he told me he was not aloud to use the phone, write me, no commissary, could receive mail. So after a week, I seen on here that he was aloud 2 stamps per week from warden. So I call back and the CO tells me that the people in holdover are on a separate unit and for security purposes cannot write or receive mail. Now Iím getting two different answers so I call the BOP the head and they tell me he should be able to receive and if they can get stamps can write & was wondering why he was at a holding at USP canaan bc for one thatís not there official holding and for two he is suppose to be at a min, he tells me to call counselor until I can get ahold of them to get information because he doesnít understand whatís going on by looking at his info. Well left 1 message for counselor, no call back. Now Iím worried and confused. Has anybody went through this!?

When he arrives at McKean (or wherever he ends up) he can request a copy of his custody points worksheet from his unit team.
https://www.bop.gov/policy/progstat/5100_008.pdf

If his points place him as eligible for either a minimum security camp, or an FCI Low security prison, and he is sent to a higher level prison, he can file an inmate grievance to be moved to his correct security level.

Another possibility may be for him to apply for a program that is available at Milan, but not at McKean. The 18 month residential, faith based "Life Connections Program" may be the only one available (offered at Milan & Petersburg Low FCIs), so he should ask the prison Chaplain about applying. If accepted, he will be moved without having to wait for an 18 month voluntary transfer request.

No, I never encountered that during stays in the SHU, in holdovers or during lockdowns. Phones & email, yes, but never mail. The closest to that was in two prisons where I wasn't able to buy stamps or stationary from the commissary. They both had to provide supplies sufficient to mail 3 "indigent" letters a week, but I had to request them.

Wardens can do whatever they want to do, within or outside of the bop policies, and it takes forever to reverse anything they do that is unauthorized.

Default Holdover info

Hello again! So I’ve been waiting for letters & a phone call still nothing!! It has been a cool days after the 30 day mark that my husband has been at a holdover awaiting a home placement (minimum security) while at at USP Canaan. He is there in a special housing unit and I was told he could not write, order commissary etc... but was aloud a phone call after 30 days. No one has heard anything including family. I’m worried. Has anybody been through this? How long can these holdovers last while awaiting an open bed for his placement? Is there a limit on how long he can spend in special housing? Any advice or info please?

Itís the holiday. They arenít going to be moving anyone right now unfortunately. I would just keep writing. Since heís in holding Iím not positive if he would get a phone call at 30 days. Maybe someone with more knowledge will have that answer. Itís possible that itís considered a security risk and he wonít be allowed to use the phone until heís at his assigned location. I truly know how you feel. I have gone without contact from my husband for weeks at a time. Please just keep writing him and know he really needs to keep hearing from you. He will contact you as soon as he can.
