Default Resources for finding felon friendly rental property in Philly/Delco?


Are there any resources for finding felon friendly rental property owners in the Philly/Delco area? My current landlord won't allow it.
As last resort, any good quality halfway programs or CCCs around?
Positive vibes that he will be paroled. Counselor instructed him to have home and work plan.

Private landlords may me more willing to rent to a former prisoner than corporate ones. Some folks have written that they located rental housing by checking the Megan's Law SO registry to see where people on the list are already residing.

First of all it is best to stay away from any housing such as apartments that have a management company operating them.

Stay with a private landlord as fbopnomore suggested above.

Try looking on Craigs List for "Rooms for Rent". This was my option when I was released back in 2010. There are more than likely boarding houses in the area that rent by the room. He/she would have the use of a private room but then share the other common rooms with the other boarders. It is usually charged a flat monthly fee that includes everything like mine did. You may end up having to put down a deposit for a month while the home plan is investigated to hold the room.

Keep in mind though - the Parole Officer that will be in charge of his/her supervision while on parole will have his/her best interests in mind first for successful completion of parole. Meaning, if the parolee had a drug charge the PO will not want the parolee living in a high known drug area in Philly. If the parolee had a sex offense the PO may not want the parolee living right next to a school etc.

It would be a good idea if the inmate spoke with his/her in house parole agent and discussed with him/her what types of areas should be avoided, such as high crime, high drug areas etc depending on the inmate's charge/s. If the inmate was convicted of a sex crime and will have to be on Megans List then what fbopnomore suggested would be a good starting point.

You may also want to call the parole office in the area of where he/she will be living (looking for a place to live) and find out from the office if there are areas to avoid or if they may suggest an area to look in for housing.

"He" should go to the prison law library and review DOC Policy 8.1.1. This is the policy which governs release. It will help him understand his role, the DOC's role and the many hurdles if he isn't paroled directly to an approved home plan. he will also see if he's is considered HTP -- Hard To Place -- which has its own set of guidelines.

As others have said, look for a private LL or a boarding house. These exist is significant numbers in Philadelphia and Chester.

Neither you nor he can apply for a CCC (halfway house) that has a contract with the DOC. Admission to those places is restricted to those the DOC refers. Therefore, "he" should keep his counselor informed as to his progress is developing a home plan. As a rule, they will expect him to have at least one home plan officially denied before they will consider referring him to a center.

There are some organizations which offer transient housing to parolees, but in the Philadelphia area these are not approved as initial home plans.

Justice and compassion don't have to be exclusive.
