Having a problem buying stamps for email in Oklahoma

My husband was incarcerated several years ago. I now have a cousin that is incarcerated. It used to just take money off your acct and now its talking about buying a stamp but when I go to buy stamps--I do not know what I am doing wrong... In major need of help...

Is that jpay? You can purchase stamps on their site...log into your jpay account and you should have the option to purchase stamps.

When I go to purchase stamps it asks me to choose someone and when I do it says the have already been added. I guess I am not going to the right place or something. Idk. It is indeed Jpay. I can add money w no problem tho its just the stamps...?? Idk what I am doing wrong.
