HMP LOW MOSS Prison Regime Info

Address
Crosshill Road, Bishopbriggs Glasgow G64 2PZ
Phone No. 0141 762 9500
Governor / Director Mr Michael Stoney
Category Male Local
Region Scotland
Operational Capacity 700
Cell Occupancy Single with 80 doubles
Listener Scheme Yes
First Night Centre Yes

The site that Low Moss stands on started out as a RAF barrage balloon station at the beginning of the Second World War. After the war, RAF Bishopbriggs was used by the Royal Military Police as a training school. In 1968 the site was converted into a temporary low security prison, HMP Low Moss.

Origninally destined to be called HMP Bishopbriggs; there was a local campaign against this, so the name Low Moss is to be re-used.

The original HM Prison Low Moss accommodated up to 327 prisoners in mainly dormitory accommodation much of which was in the form of wooden buildings. The prison was closed in May 2007. The buildings were subsequently demolished and the site cleared ready for a new prison to be built.

Construction started on the site in February 2010. The new HM Prison Low Moss is due to open in early 2012 and take its first prisoners in March 2012; and will provide accommodation for 700 prisoners, mainly in single cells; we understand there will be 80 double cells.

If you have any questions about Low Moss you can email the Scottish prison Service directly on LMQuery@sps.pnn.gov.uk

We understand that the first prisoners will be arriving at Low Moss on 19th March 2012.
We will upload all information as soon as it is available.

CHILD CENTRED VISITS (CCVs)

PURPOSE
The Prison Service recognises the impact of imprisonment on a father/grandfather and long term imprisonment on families and children in particular. Child Centred Visits (CCVs) try to lessen the impact and create special opportunities for fathers/grandfathers to bond with their children/grandchildren. The child becomes the focus of these 'special' visits. Fathers/grandfathers are encouraged to gain confidence and to become more involved with their children.

Children from newborn - 16 are eligible to participate in the scheme.
Mothers have the opportunity to spend time away from their child and share a light lunch with other mothers who are in a similar situation whilst father and child are together.

ELIGIBILITY
An Application Form is completed by a prisoner who fulfils the following eligibility criteria:

Those fathers/grandfathers sentenced to Life Imprisonment and those serving determinate sentences, irrespective of their Regime Level.

Those fathers/grandfathers currently on remand, who have served 3 months or more on remand.

The scheme is open to all such prisoners except those charged with or convicted of Schedule 3 or sex offences.

Those prisoners who are not subject to any court order or other restriction of access/contact with their child/children.

Participation in the scheme additionally requires parent/guardian consent and a confirmation slip completed.

FREQUENCY
CCVs take place on Saturdays and a prisoner is allocated one 'special' visit every month. Once a prisoner is selected for the scheme their partner will be required to book a domestic visit (11.30 - 12.30 session) on each occasion whenever the CCV is scheduled.

The aim is to create as good a visiting experience as possible. To facilitate this each session is restricted to a maximum of eight fathers and their children.

As CCVs take place during the normal lunch period it is not be possible to terminate a visit before the scheduled finish time.

At 13.40 mums will rejoin dads and children. It is important that the visits area is cleared by 13.45 to allow time to prepare for the normal afternoon visit sessions.

HMP MAGILLIGAN Prison Regime Info

A medium security prison housing shorter-term adult male prisoners which also has low security accommodation for selected prisoners nearing the end of their sentence.

The prison was first opened in May 1972 and comprised eight Nissan huts on the site of an army camp. The prison was divided into compounds to house the various paramilitary factions and was manned by army dog handlers and prison staff on detached duty from Scotland, England and Wales as well as some staff from Northern Ireland.
The temporary accommodation was later replaced by three H-blocks similar to those at Maze each containing 100 cells.
In 1976 the prison wall was built and the prison began to house other prisoners who had been convicted of non-terrorist offences as well some young prisoners including Borstal trainees.
In 1977 the trainees were transferred to Woburn House in Millisle and the terrorist prisoners transferred to the Maze. This left Magilligan operating as a 'normal' prison in the context of Northern Ireland prisons. The regime was consequently developed to reflect this.

CHILD CENTRED VISITS

Child Centred Visits (CCV) have been introduced at Magilligan to help fathers/grandfathers in custody build relationships with their children/grandchildren. The visits take place in the main visits complex.

Family Support Officers have been appointed and they help to facilitate family visits and act as a first point of contact for families.

Who will be eligible?
Initially only inmates who are parents/grandparents may apply to join the Child Centred Visits Scheme.

Everyone making an application for a Child Centred Visit must sign a consent form to permit Magilligan to check with the Probation Board for Northern Ireland that there are no child protection issues. The nominated parent or guardian accompanying the children will also be contacted to check that there are no court orders or other restrictions in place regarding the inmate and their child/children. Consent will also be sought from the parent/guardian as to whether they are happy for the visit to take place.

How often do CCVs run?
One Child Centred Visit will be offered each month as part of a person's normal visits.

What happens during a CCV?
During the session which is expected to last one morning or afternoon the prisoner will be encouraged to play and care for their children. Subject to normal searching procedures children will be able to bring a special toy, book or homework to show their dad during the visit. A range of toys and activities have been purchased for the family room that will encourage interaction.

It is recognised that the needs of parents on the Scheme may be quite different and people will require different levels of support from Family Support Officers. Each visit will be facilitated accordingly.

Accompanying parent/guardian
A parent/guardian who accompanies a child to a Child Centred Visits is asked to stay in the Visitors Centre for the duration of the visit in case they are needed at short notice.

Further information
If you are interested in finding out about Child Centred Visits ask a member of staff in Visits.

New Hall is a closed female local prison which holds, adult female prisoners of all categories and Young Offenders and Juveniles on Detention and Training Orders.

New Hall was originally used as a satellite prison for Wakefield for men near the end of their sentence. The Open Prison system began here at New Hall as an experiment in 1933 due to an increase in prison population and lack of suitable employment. The success of this led to the opening of New Hall Camp in 1936.
New Hall was re-roled in 1961 as a Senior Detention Centre for male young offenders and during this time the 'Short, Sharp, Shock' regime was introduced on a couple of occasions. In 1987 the Prison was again re-roled to a women's prison.

HMP North Sea Camp is an open male category D prison.

North Sea Camp opened in 1935 as a Borstal. The original group of staff and trainees set out from Stafford Prison and established a tented camp at the site. They immediately began building a permanent structure, some of which remains to this day. They also set out reclaiming land from The Wash by building a new sea bank in front of the old one. The land in the enclosures was further drained and converted into prime agricultural land. This work was completed in 1979. The reclaimed land was used for farming before being sold in 2004.
In 1988, North Sea Camp became an adult, male open prison.

HMP Northumberland has been created by amalgamating HMPs Acklington and Castington. The new prison will be put up for tender in the new year with HMP competing with private companies to manage it.

The Regimes of the two prisons are being standardised; we show, below, the old regime for Acklington. As soon as changes are confirmed we will up-date this information. In the meantime, please ensure you check with the prison before acting on any important information below.

Until the two prisons are completely combined you can still refer to our original pages on Acklington and Castington.

This former RAF station, situated near to the small town of Amble in Northumberland, was acquired by the Prison Service in 1971 and the prison opened in 1972.
Alongside its neighbour, HMYOI Castington, it is the most northerly establishment in the country.
In 1974 it became a Category C prison (training) and gradually grew in size. The population is split into 2 separate sites within the prison: Wings A, B. C, H, J, and L, comprising 444 prisoners, are designated as the 'VP unit' (Vulnerable Prisoner) and D, E, F, G and K are designated as the 'main' side prison.
Acklington was audited in April 2009 and achieved 86% for Standards Audit and 88% National Security Framework.

Local male training prison and young offender institution.

HMP Norwich is a multi-functional prison, predominantly serving the Courts of Norfolk and Suffolk. The prison has occupied its current site overlooking the city of Norwich since 1887.
B and C wings were opened in 1996 and were classified as a category C training unit from April 1999. M wing was opened in 1997, and was designated as a resettlement unit from April 1999.
A further resettlement unit (Britannia House) was established outside the main gate. F and G wings accommodated male adult and young adult prisoners until 1998, when they were converted to a young offender institution. In August 2004, an older prisoners’ unit was established for life-sentenced prisoners.
In September 2009, the new A wing was opened and adult prisoners and young offenders were integrated across the prison. The prison was then designated a reception site for adults and young adults when they first arrived in custody and a local discharge unit (LDU) to cater for short-sentenced prisoners from the local area.

Adult male category C prison.

The Ministry of Justice has announced that Onley will be put up for tender later this year.

Built as a borstal, Onley held only Young Offenders for many years gradually increasing in size as new accommodation was added. Its role was expanded in 1998 when juveniles were taken for the first time and for 3 years from 2001 remanded as well as sentenced juveniles were held in addition to a YO population. During this period there was considerable investment in buildings and staffing to meet YJB standards. The original accommodation was in serious need of updating and a refurbishment programme commenced in 2002 and finished in 2006.
In 2003 the YJB made the decision to remove the juvenile population. These were replaced by sentenced adults in March 2004.
The young adults (YOI) have been removed and the prison holds adult males only.

Perth is the local prison for Tayside and most of Fife. It houses remand, short-term and long-term prisoners. Friarton Hall provides a national ‘top-end’ facility for low supervision young offenders who progress from HMYOI Polmont. The establishment also accommodates, in secure conditions, long-term adult male prisoners including high supervision prisoners who are serving sentences of up to life imprisonment.

Perth is located approximately one mile south of Perth city centre on the A912 Edinburgh to Inverness Road. Friarton Hall, which is part of HMP Perth is located by the Friarton Bridge approximately one mile from the main prison.
The prison was built between 1840 and 1859 and is Scotland’s oldest occupied prison. The prison merged with HMP Friarton in 1999 and Friarton is currently a hall of the main prison. There was very little refurbishment or improvement made to the prison until 1996 when ‘D’ hall was closed for a complete upgrade. Since 1996 the prison has been in a constant state of upgrade. The most recent refurbishment has been carried out in three stages over the last five years.
