There's some interesting facts in this article, but you'll have to read through it. It mentions the plan by the Democrats to give 50% time, and also mentions a court hearing before Judge Henderson set for Oct. 6th:

SACRAMENTO -- California Atty. Gen. Jerry Brown has asked a federal judge to reject a request by the overseer of prison healthcare to seize $8 billion from the state treasury for a construction plan that is shrouded "under a veil of secrecy."

"There is no veil of secrecy," Kelso said in a statement. "If there is any veil of secrecy here, it is apparently the veil that the attorney general has placed over his own head." (lol)

WOW - you know that the Receiver is putting out a newsletter to tell everyone what is going on. He has put out the "draft" plans of what he wants to build. He has put out detailed information on where the money will be spent. What more do they want? I see no "secrecy" here.

All I see is the State dragging it's feet!!!!!!

That is not a veil Brown has on, it's blinders.

"For people to tell us at this date that they've got questions about the program that they helped design, I don't think they're going to get a very warm reception when they go to court."

A hearing is scheduled before Henderson on Oct. 6.
Even if you are on the right track, you will get run
over if you just sit there....

They want to talk veil of secrecy. What about AB900 not being put before voters? Little hypocracy here. Also, did you notice that democrats refused to remove language that would give more good time credits to prisoners?
