I've just spoken with HDSP's R&R department and , yes, you may send books and magazines to Reception Center inmates- Books must be softcover and must be shipped directly from the vendor, Magazines may either be sent by arranging a subscription or single issues may be sent from a vendor, same as books.

Also I was curious if I have to send him envelopes and stamps before he can write me? And if I do how do I go about that?

You can, and it's not a bad idea. The HDSP Guide has the information about how much you can send and you just put it in the regular mail, no special hoops to jump through.

We had a bit of a problem getting the magazine subscription to follow our son when he was mainlined. I would suggest sending a current issue of a magazine and skip the subscription until he has been mainlined.
