Default Do all inmates go through Byrd at some point?

I think I've seen this discussion somewhere, but can't locate it now.

Do all inmates, once they leave a transfer facility (after being there for a time, even the allowed 24 months), go through Byrd for diagnostics and classification again before being assigned a permanent (relatively permanent) ID unit? I've heard yes and I've heard no--so wondering if anyone has a reliable, definitive answer.

Thanks for your help!

No, once they go through the intake process, they do not have to do it again. The only exception is if they are placed into a defined objective program such as GRAD, PEI etc. But even then it is not another intake process and they would not necessarily go through Byrd.
