Has anyone else experienced really muffled calls when someone calls from Walla Walla? Is there a solution? It makes communication extremely difficult...
I can't speak to Walla Walla in particular, but I know that with other prisons I've received calls from, the muffled/static-y calls usually mean the phone itself has been abused to the point where it just doesn't work well. The phones are often the victims of anger-transference when someone gets told something they don't want to hear.

when my hub was in this would happen all the time. He told me its because when the inmates uses it, they want to sit down. Well there is no chair and the cord is very short (safety issue?) so they stretch it to sit down.
At least that was what my hub told me when he'd get the crappy phone. Sometimes almost not worth it. Apparently he could hear me, but I had a hard time hearing him.
(this was in CA but I'd guess its something similar, or a combo of what Ginger said)

I've been noticing that too. I find its hit and miss. I just ask him to repeat what he said. One thing I've also noticed lately is the recording isn't reading when I push the button to accept the call. Sometimes I have to push it a couple times and even then the recording just goes on, like it doesn't read it and he has to call back.

Yes, that happened to me the other day. Every time I hit the button to accept the call, it wasn't working. There was a delay for a min, and then it connected.

I know the phones were down a couple days last month because they were working on them. But thats also when this started. Im comforted to know its not just me, that others are experiencing this as well, hopefully whatever the problem is will get fixed soon.
