The case for capping all prison sentences at 20 years

"America puts more people in jail and prison than any other country in the world. Although the country has managed to slightly reduce its prison population in recent years, mass incarceration remains a fact of the US criminal justice system.

It’s time for a radical idea that could really begin to reverse mass incarceration: capping all prison sentences at no more than 20 years. It may sound like an extreme, even dangerous, proposal, but there’s good reason to believe it would help reduce the prison population without making America any less safe."

These are interesting ideas.

I always feel that to combat the massive incarceration rate in the US we need to tackle it from 3 different angles.

1. Identify those that are at risk of committing crimes, before they do them. Not at the individual level, but at the community level. It is no secret that we lock up many black and brown people. Many of these that we do lock up come from poor urban neighborhoods. It is in our best interests to improve these neighborhoods to provide better opportunities for everyone.

2. Rehabilitate while in. Better programs, education, counseling etc.

3. Better opportunities after leaving prison. Find a way to over come the "scarlet letter" of a felony conviction. And have better programs to assist those just getting out, jobs, counseling's, etc.

All these done together can in a nutshell lower our incarceration rate.
