Question Schooling / Community Corrections-Probation

I am wondering if any of you may know about the following.......
I am aware of a person who was placed on Community Corrections (Probation) and that person is being pressured into attending/taking some college courses...I just don't understand the ''thought process'' behind the pressure...it is hard enough to pay off fines/restitution etc...without any additional 'monies' for schooling.....now don't get me wrong....education is **very important**, but for all intensive purposes....it would make more sense to concentrate on employment and get the fines/restitution completed first....
So, I am just wondering if anyone may know if it is legal or ethical for a *client* on Community Corrections (Probation) to be pressured into something that they really can't afford......
Would anyone know where I might be able to get some information as to whether or not the ''pressure'' is justified and permitted through the Kansas Community Corrections system?
