Help! Youthful Parole Eligibility Bill

Hello--

My MWI partner is currently in CDOC serving a 30 year sentence for a crime he committed when he was barely in his twenties. In early 2020 a Colorado bill was proposed for youthful offenders concerning parole eligibility changes if the crime was committed between 18-24/5 years old. It could potentially change the % of a sentence that has to be served. So I have obviously looked into it on his behalf as well to give myself some hope...

I know this bill has been "postponed indefintely" in June 2020 because of Covid. I am curious if anyone is aware of any other helpful CO bills or laws that may be similar.
