Default Fortune magazine has thoughts about private prisons


The interesting thing here is that a mainstream business magazine is noticing that the government is mismanaging contracts with private prisons. It's also interesting that they found an example of somebody doing something right.

Take Pennsylvania as an example. In 2013, former Republican Gov. Tom Corbett’s administration announced it would cancel all the state’s Department of Corrections contracts with private community corrections companies and rebid them on a performance basis. Providers were then evaluated on and paid according to their success at reducing the recidivism levels of those who had just been released from prison. The state could cancel a contract if the recidivism rate increased over two consecutive year-long periods. After these contracts were implemented, the recidivism rate for private facilities fell 11.3 percent in just the first year.

As noted in that other private prison thread, there's nothing stopping government-run prisons from trying out new ideas and approaches aimed at reducing recidivism. Instead of paying out millions to private corporations profiting off human misery, why not just offer generous bonuses to wardens of minimum-security/re-entry facilities that deliver on preparing prisoners for release and staying out for good?

There was actually a good article in Forbes awhile back about the fiscal conservative argument against private prisons. The irony of how even though private enterprise is often seen as preferable to government-run operations from a pro-market perspective of running things more efficiently, private prisons in reality generally cost more to operate on average than their government-owned counterparts do, all things being equal, which of course means higher taxes and bigger drain on the economy.

Incentivizing private prisons with huge bonus payouts just for doing what should be a given (trying to reduce recidivism) isn't going to make them any cheaper to operate, that's for sure.
