Second set of 100 inmates shipped to private Mississippi prison

MONTGOMERY, Ala. (AP) -- A second group of Alabama inmates arrived at a private lockup in Mississippi on Wednesday as prisons officials moved toward their goal of shipping 1,400 male prisoners out of state.

With the transfer of 100 inmates Wednesday, there are now 200 Alabama prisoners at the Tallahatchie County Correctional Facility in Tutwiler, Miss. The prison is operated by Corrections Corporation of America.

The Alabama Corrections Department signed an emergency contract with CCA to transfer 1,400 inmates out of state. The department is under a court order to remove state prisoners from overcrowded county jails.

Alabama has also sent 309 female inmates from the Tutwiler Prison for women in Wetumpka to a private lockup in Louisiana. A judge had ordered the state to reduce the population at Tutwiler Prison from 1,000 to 750.

One hundred more Alabama inmates have been sent to the Tallahatchie County prison in Mississippi.

The Wednesday transfer means a total of 200 male inmates from Alabama are now incarcerated in a private prison in Mississippi. It goes in accordance with an emergency contract signed by Governor Bob Riley calling for about 14-hundred medium-security inmates to be transferred over the next two months. The facility is owned and operated by Corrections Corporation of America. Two buses were used for transport, with security provided by the Department of Corrections.

At least one corrections employee from Alabama will remain at the Tallahatchie facility as an on-site monitor. Alabama prisons commissioner Donal Campbell will visit and tour the facility next week

Well, I haven't gotten a call yet... and I really don't think it would hurt anything for the ADOC to at least release the info on what prison(s) they're picking from seeing as how the transfers have already been done when they give the media a statement... oh wait, that would make things more convenient, wouldn't it? I forgot which DOC I was talking about for a second there...

Well they announced it tonight at the Prison that tomorrow 100 will be sent from Bibb County CF. I posted it but thought I would tell yall here too. What am I going to do?

State transfers 100 inmates

Under a court order to remove its inmates from county jails across the state, the Alabama Department of Corrections has shipped 200 inmates this week to a private prison facility in Mississippi.

On Monday, the state sent 100 inmates from the Kilby Correctional Facility in Mount Meigs to the Tallahatchie County Correctional Facility in Tutwiler, Miss. Another 100 made the trip Wednesday.

According to corrections department spokesman Brian Corbett, the department is under court order to transfer 1,100 inmates per month out of county jails and into state facilities. Those facilities, which Corbett says are at 204 percent of capacity statewide, now are looking at alternative housing as a means to make room.

"When you are receiving that many inmates, it doesn't take long to run out of space," Corbett said.

Area sheriffs say the pace in which the state is getting its inmates out of their jails isn't fast enough.

"I think the Department of Corrections is making a mockery of the court system," said Autauga County Sheriff Herbie Johnson, whose jail currently holds 36 state inmates out of a population of 100. "They were ordered months ago to take state inmates out of county jails, and they haven't done it."

Fifteen state inmates were transferred out of the Montgomery County Detention Facility last week, but 68 remain out of a total inmate population of 475. Sheriff D.T. Marshall said the jail has a state inmate population that fluctuates between 30 and 90.

Elmore County's jail, which has a total inmate population of 183, currently has 23 state inmates.

The transfers to Mississippi are the result of an emergency contract authorized by Gov. Bob Riley last month, Corbett said. The contract with Corrections Corporation of America calls for 1,400 inmates to be transferred to the facility in Mississippi within the next two months.

"They can haul off 200 inmates today, but that's not going to do much to handle the backlog in the county jails," Johnson said.

Prison Commissioner Donal Campbell said the ultimate goal is for the state system to handle its inmate population on its own.

"We will definitely be looking at building facilities," Campbell said. "As far as how they will be financed, we haven't made any decisions. I will be making recommendations to the governor that we get additional beds so we can bring our prisoners back."

Johnson said there is a simple solution for the state.

"I've got a minimum security unit as part of my jail, the state can do the same," Johnson said. "They have the land, they have the fences. All they have to do is build block buildings and sleep minimum security inmates dormitory style. Sending inmates to other states is a waste of money."

Campbell acknowledged that progress in alleviating the situation may not come as quickly as some would like.

"It's slow, and it's going to continue to be slow," Campbell said. "But we will continue to chip away at this problem and get this system where it needs to be."
