Default Personal property in immigration detention?

I have a friend who is nearing the end of his sentence in VADOC. He is a Mexican national with a green card. He thinks he will be detained by immigration (ICE) and deported when his DOC sentence is completed. He is wanting to know what personal property he would be allowed to take when he is transferred to immigration (ICE) detention. Anyone have knowledge about this from experience?

the rules are different but i believe he will be able to take what fits in one box. the rest would have to be mailed.
