Federal Prison Camp
Pollock, Louisiana

The minimum security Federal Prison Camp (FPC) in Pollock, Louisiana, was built using a design-build approach. At the same time, a separate contractor under the traditional design-bid-build approach was constructing a high security United States Penitentiary (USP) adjacent to the FPC.

The FPC building design aesthetically related to the design of the adjacent USP. One of the project challenges was to tie together utility, site improvement and other project systems to provide a unified USP and FPC institution for the Bureau of Prisons (BOP). The FPC contractor coordinated its construction activities with those of the USP contractor to assure efficient and orderly installation.

The FPC has a gross building area of approximately 38,000 square feet and is designed to house and support approximately 128 inmates.

HDR’s scope of work included the preparation of RFQ and RFP documents (Phase One and Phase Two solicitations) and assistance in the selection of the design-builder. The Phase One solicitation work included preparing and issuing the RFQ and reviewing design-builder proposals.

The Phase Two solicitation services included preparing and issuing the RFP in an FAR Uniform Contract Format, developing Division 1 contract requirements and minimum design requirements (Division 1-16 performance specifications), programming analysis and concept design (site and floor plans), and preparing a master design/construction schedule. The entire solicitation was issued in hard copy and electronically on a CD-ROM.

Design-builder selection assistance included coordinating responses to design-builder questions and issuing addendum, attending offeror oral presentations, reviewing/commenting on technical design proposals, reviewing/commenting on qualifications/project approach proposals and performing price analysis of bids, including the conversion of dollar pricing into percentages for BOP technical review.
