There were some bright spots in that report though.

Just looking at the numbers, that table on page 8, it looks like Alaska, Arkansas, Idaho, Kentucky, Louisiana, Maine, Maryland, Michigan, Nevada, North Carolina, North Dakota, Utah, and Wisconsin have really scaled back if not entirely eliminated their reliance on private prisons altogether.

So the problem is mainly with those states that keep expanding: Arizona, California, Colorado, Florida, Georgia, Indiana, Montana, New Mexico, Ohio, Tennessee, and Federal.

We found here in Idaho that CCA (CoreCivic) wasn't very good at managing a decent sized medium-security facility. But a different firm now manages a low-security drug treatment facility and I haven't heard of too many problems. There is always temptation for these private prison contractors to pay inferior wages to maximize profits, and thus have a hard time attracting dedicated staff -- not that big of deal at lower-security prisons where they can get by with skeleton crew, but a recipe for disaster at higher-security lockups where they really do need to be fully staffed at all times.
