Default FCI Pekin phone system? what is the cheapest way for him to call home?

What phone system does FCI Pekin use for inmates to call home? Or what is the cheapest way for him to call home?

Pekin is a bop owned prison, so they use the "inmate telephone system". Because of FCC rules, the rates the inmates are charged have been changed from when I was locked up, but if not exact, these are at least close. Local calls cost 6 cents/min, all other calls in the US cost 21 cents/min, and collect calls cost the recipient 25 cents/min with no connection charges added.

There are a lot of sites that sell cheaper calls for prisoners, but the problem is that bop prohibits "call forwarding" so free services like Google voice are not allowed. Some folks use them anyway, but if it is discovered, the inmate can lose all phone access. Some companies are not considered call forwarding, but only the bop knows which ones.

If you have a cellphone that is issued a local phone number to Pekin by your provider, that is permitted and he will only be charged 6 cents/min. Pekin's phone number is 309-346-8588, but all prefixes in area code 309 may not be local calls to the prison, so you will have to figure that out.

He will have 300 phone minutes/month (an extra 100 minutes are added on Nov. 1 and Dec. 1). His phone minutes and commissary spending limit will roll over to the next monthly period on the same day, the 5th number in his inmate ID (xxxxX-xxx) times 3, plus one, so if his number is 7, he will get new limits on the 22nd of each month.
