Question Vista Detention Facility - Northern San Diego. What is S/1 housing?

A close friend of mine was arrested, has had his trial, and sentenced. He started out at George Bailey and was there until a bit after sentencing. He was then moved to Vista. When reading the information for Vista it states that the facility is "mainly" populated by inmates awaiting court proceedings for North County cases. Special handling inmate population consists of those with medical challenges, those under psychiatric care, an administrative segregation unit, as well as defendants facing high-publicity trials.

It seems the only situation that may apply to him is medical or segregation. He is being housed in S/1. Does anyone out there have knowledge of the facility and might know who they assign to this housing unit?

Any info would be appreciated.
