Default Travel while on SR

Can you request to travel to another state while on supervised release? Should he even ask?

Yes he can file a travel request with his PO. Be sure he does it a week or two in advance of the proposed trip. The answer will be totally up to his PO, so don't count on it being approved until it is. He will probably be required to go directly from the airport to the local US Probation office too.

Yes, once you're on SR for 60 days you can travel. All the conditions of SR is something his parole office should have gone over with him once he went on SR. Of course depending on the terms of his SR it can be be different, but that is generally the rule. My husband has been on SR since March and in May began traveling and has had no issue since, except to travel out of the country needs to get permission from his judge, even though he has received his passport back. He is actually applying for termination of SR in about 2 weeks, so hopefully it is all behind us and a non issue shortly and hopefully no more stupid supervision reports either! Biggest waste of time. We know his PO doesn't even read them, so it is a real waste of our time.

He has been on parole two years has requested and been granted permission three times to leave the state to visit family and vacation.

Too add to the good advice already given.
Ask permission in writing (email) at least 14 days before travel. Make sure it is for a valid reason. Family trip, work related etc. Provide where you will be staying and the exact day you are leaving and returning. Depending on what he was convicted of you may have to check in with the local police or probation dept when he arrives at his destination but, most crimes do not require this.
