Default Assistance for lifers in MN--Please help!

I have been researching the new bill that was recently passed for the state of California (SB260--reference to Youth Offender Parole Hearings) and I am seeking information on how to present a similar bill to the state of Minnesota. I realize that Minnesota has not had a parole board since 1988, but I need to know if there is a way to present information to the legislators/senators/etc. in regards to reviewing the cases of offenders that were given adult sentences before the age of 18. If there is already something like this in place, could you please help me locate the information, it would be greatly appreciated!!
