in Washington you can specifically put money for USPS stamps on an inmate's account through JPay.

I know that Florida inmates are allowed to receive 20 U.S. postage stamps or 20 self-ddressed pre stamped envelopes per letter. The value of the stamps/pre stamped envelopes cannot exceed the equivalent of 20 (1 oz.) first class US stamps.
Californian inmates are allowed to receive 40 first class postage stamps per envelope.

California state prisons allows inmates to receive stationary supplies through the mail: stamps, envelopes, blank paper.

I routinely send stamps and envelopes to two penpals I have in California prisons. I have even had pre-stamped envelopes sent by the USPS online store.
