Radgowski is a Connecticut State prison, so I moved your question here. Each prison system has it's own policy for adding approved phone numbers, which can be complicated even further by the rules of the phone service provider (Securus). He will need to ask the prison about their phone rules and Securus about their requirements too.

Some prisons only allow calls to be made to pre-approved phone numbers, while others allow the phone service provider to set the rules, or both. Some prisons/jails require calls to be prepaid by the recipient, or the inmate, and some need the receiving phone to be able to accept collect calls. The fact that you are in Canada may add additional complications too.
