Although Congress has always paid back wages to federal employees after previous lockdowns, there are no guarantees, or that Trump will sign it if Congress tries.

I wonder if it is worse to be told you are important enough to have to work without pay, or unimportant enough not to be allowed to work, even if you are willing to work without pay. If anyone eventually receives their missed paychecks, everyone does, "excepted" or not, but it still leaves a bunch of angry "political pawns" who are very slow to forget.
