That's not normal for any prison.

It's most likely related to Covid. One Oregon prison has been in lockdown for about 2 months now, because one person will test positive, then they quarantine the unit for 14 days, then someone else will test positive - another 14 days, etc.

I'm just glad they're slowing down the amount of movement within the facility - bad enough that the CO's go outside and some wear masks some don't, they test positive and drag it into the units. But on top of that, at least in Oregon, they have WAY too many guys crammed into places not designed for that many people, so once it does get inside, it's super easy to spread all over.

I know my friends inside don't appreciate it, but I'd like to see them outlive their sentences, so I'm kind of glad they're locking them into quarantine.
